Parties to the Stockholm Convention must prepare a plan explaining how they will fulfill their obligations under the Convention and make efforts to implement the plan (article 7). This so-called National Implementation Plan (NIP) is not a stand-alone plan for POPs management, but should be closely linked to the national sustainable development strategy of the Party preparing and implementing the plan.
According to Article 7 of the Stockholm Convention, each Party shall:
- Develop and seek to implement a plan for compliance with its obligations under the Convention;
- Transmit its implementation plan to the Conference of the Parties within two years of the date on which the Convention enters into force for it; and
- Review and update, as appropriate, its implementation plan periodically and specifically by decision of the Conference of the Parties;
A series of decisions of the COP have instructed the Secretariat on how to assist Parties in the development of their NIPs, essentially through the development of NAPA documents orientation .

Parties have expressed the need for assistance, in particular to obtain information on the presence of new POPs found in articles or widely used for industrial purposes. Thanks to the generous financial support of donor countries and organizations, a number of training and capacity building activities have been carried out through on-site workshops , webinars and projects .
